中文摘要 近年来，全球能源危机和环境问题已经得到世界的普遍关注，并且愈演愈 烈，人们开始着眼于开发新能源以取代传统不可再生能源。尤其是以太阳能、 风能为代表的可再生能源越来越受到世界各国的青睐。我国风电事业的发展还 处在初级阶段，对风力发电的开发和利用，影响着我国能源的供应和环境的控 制以及经济可持续发展的问题。 碾子山地区为丘陵地带，风力资源较为丰富，发展该地区的风电产业将带 动地区经济发展、改善生态环境、促进地区整体素质提高。为碾子山地区风电 项目建设发展的顺利实施，本文主要从可持续发展的视角出发，首先了解国内 外风电产业发展的基本状况，分析我国风电产业发展前景；其次，对碾子山地 区风能开发的外部环境和内部环境做了具体分析，得出建设的必要性；然后， 总结碾子山区风电建设开发规划设计的具体内容并从风电场风机选型、接入系 统、消防、土建、环境影响等方面对风电场建设的可行性做了具体调查研究； 最后，针对碾子山风电项目工程建设的发展战略中存在劣势和威胁，提出内外 两方面的保障性措施，确保该项目的顺利高效的完成，为碾子山风电产业健康 发展作出贡献。 关键词：风力发电；项目保障；可行性评估 ABSTRACT Recently ，the increasing global energy crisis and environmental problems have attracted worldwide attention. Hence, people begin to focus on the development of novel energy to replace the traditional non-renewable energy. As a representative of the renewable energy, solar energy and wind energy particularly get increasing favour of all the countries over the world. However, the development of wind power in China still remains on the primary stage, so it is important to investigate development and utilization of the wind power generation, due to its highly superiority on the energy supply, the control of environment and the economic sustainable development in our country. NianZiShan district is typically hilly terrain with prolific wind resource. Therefore, it is important to develop the wind power industry in this district for the promotion of regional economy, improvement of the ecological environment and the overall architectures.
