合理的保障体系能为毕业生资源的合理配置提供良好的条件 建立合理的毕业生 配置的保障体系 首先要有相关的法律和制度 其次必须建立以高校为主体的毕业生 就业市场 这样有利于学生个体潜能的发挥与全面发展 更有利于高等教育健康稳定 地发展 摩擦性失业 结构性失业 自愿性 失业 工资机制 学用结合 过 度教育 就业市场分割等多个方面都直接影响我国毕业生资源配置 文章在此基础上 提出了建立高校毕业生资源配置指数体系的基本理论与实践框架 为政府宏观决策和 毕业生资源合理配置提供系统 完整 科学 定量 有效的就业决策支持系统 要实现对大学毕业生资源合理配置就必须建立起合理的配置模式 建立起自主合 理的就业管理与就业服务体系 形成高效率的工作模式 本文通过分析提出了对我国 高校毕业生资源合理配置的目标模式的设想 以市场作为基础性配置方式是适应我国 社会发展的高校毕业生资源合理配置模式的必然选择 以政府调控为辅助的手段有利 于促进市场供需平衡 大学毕业生人力资源的合理配置 是符合社会发展的目的 既 有利于社会的全面发展与进步 也有利于学生个体潜能的发挥 更有利于高等教育健 康稳定地发展 只有通过调整高等教育结构 改革高等教育内外部环境才能达到高校 毕业生资源的合理配置 本文在对国内外的一些典范进行了调查研究 特别是以美国和日本为实例并与我 国毕业生具体状况进行了对比分析 在此基础上提出了我国高校毕业生就业制度改革 的合理化的建议 关键词 高校毕业生 人力资源 配置 II Abstract Combining theories with practices, on the basis of collecting a great amount of documents and materials and carrying on investigation in a large scale, the paper focuses on deep analysis to the theory of human resources allocation and have proposed some recommendations and measures on how to realize the rational allocation of the graduates form higher-education institutions, which is based on the positive research to the rational allocation of graduates in China.
