中国纺织服装出口与绿色贸易壁垒 ---影响对策分析 【摘要】： 在贸易自由化进程中，随着各国关税的逐步降低和配额、许可证等非关税措施的不断减少，以环境措施为手段的“绿色贸易壁垒”己成为现行贸易壁垒的主要表现形式之一。目前，包括绿色贸易壁垒在内的技术壁垒已经取代反倾销，成为我国出口面临的第一大非关税壁垒。本文以绿色贸易壁垒理论为基础，以可持续发展理论为指导，以我国的主要出口创汇行业——纺织业为依托，第一部分对绿色贸易壁垒的概念和形成原因进行阐述，并总结了服装出口中绿色贸易壁垒的特点。第二部分运用大量的图表和数据对我国纺织服装出口现状进行分析。第三部分阐述了我国服装出口遭遇绿色贸易壁垒的深层原因，并从正反两方面分析了绿色贸易壁垒给我国服装出口带来的影响。在上述分析的基础上，第四部分结合我国国情，针对我国纺织服装行业如何突破绿色贸易壁垒给出自己一些相应对策和建议。 【关键词】： 绿色贸易壁垒,纺织服装出口,影响，对策 Abstract: The process of trade liberalization, as countries gradually reduce tariffs and quotas, licensing, and other non-tariff measures continue to reduce, to environmental measures as a means of green barriers has become the main performance of the existing barriers to trade one form. Currently, including the green trade barriers including technical barriers have been replaced by anti-dumping, and has become the largest non-tariff barriers facing exports.
