中文摘要 近年来，我国努力建设和谐社会，实现中国梦，天津市也提出了“美丽天津” 规划纲要，作为城市最基本的组成单元，社区在其中发挥的重要作用不断显现， 社区社会组织也将会有一个更大的发展，但是，我国及我市社区社会组织的发展 状况还不够成熟，一些瓶颈问题尚未得到有效解决。本文立足于目前社区社会组 织的发展现状，主要以天津市河西区下瓦房街为例，以点带面，为天津市社区社 会组织的管理和创新提出对策。 论文首先从讨论的是社区社会组织的相关概念，对其含义、特点及分类进行 分析，同时，对已有的理论加以分析研究，并参考国外先进的发展模式，分析出 新形势下天津市加强和创新社区社会组织建设的意义和作用。其次是从实际出 发，以天津市河西区下瓦房街为例，通过社区实例讨论现有社区社会组织的发展 状况，分析出社区社会组织为社区建设带来的帮助。最后，在理论分析及实例研 究的基础上，结合本市实际情况，探索出基层政府完善社区社会组织建设的基本 思路。 关键词：社区 社区社会组织 管理创新 万方数据 ABSTRACT With the process of building a socialist harmonious society, the community is playing an increasingly important role, community social organizations also have a larger development.
