Vol.1, No.2 Scientific Research on Aging July 2013 D632.1 A 2095-5898 (2013) 02- 0027 -09 Financing Mode and Government Responsibility for Long-term Care of the Elderly ZHANG Ying-hua (The Centre for International Social Security Studies, Chinese Academy of Social Sciences, Beijing 100007, China) Abstract: To promote the industrialization of LTC, the government should take measures to solve the ﬁ nancing problem. In OECD, government responsibility of ﬁ nancing LTC is fairly different among the ‘Socialist-Democracy welfare’, the ‘Conservative-Corporatist welfare’, ‘liberal welfare’ and ‘family-based welfare’ countries. The United States, whose LTC system is “residual”, attempted to establish a volunteer public LTC system in 2012 but failed due to the problem of ‘adverse selection’ and financial unsustainability. The caveat to China is to establish the LTC system based on compulsory rules and actuarial neutrality principle. The government should undertake the main responsibility to assist the most vulnerable people. Key words: long-term care; medical assistance; public LTC insurance — 27 —
