『全球經濟與區域發展 』研討會 『全球經濟與區域發展 』研討會 服務業貿易與最適進口關稅政策 Service Trade and Optimal Import Tariff Policy 楊承儒 1 吳世傑 2 楊雅博 3 Chen-ju Yang Shih-jye Wu Ya-po Yang 中文摘要 本文建立一個寡占市場模型討論服務業貿易與政府最適進口關稅之關係。假設有兩 家成本差異的外國廠商與一家本國廠商在本國市場從事數量競爭，惟外國廠商須向本國 在地配銷商支付服務佣金以取得商品配銷管道，本國政府則對進口商品課徵差別關稅。 本文發現，本國政府所制訂之最適關稅稅率與配銷商的訂價策略有關，特別是在本國配 銷商實施單一訂價策略之下，本國政府將對外國高(低 )成本廠商課徵較低高( 的關稅稅) 率，且當商品替代性愈強時，稅率差距愈大；相對的，在本國配銷商實施差別訂價策略 之下，本國政府將對外國高(低 )成本廠商課徵較高(低的關稅稅率，且當商品替代性愈) 強時，稅率差距愈小，若商品完全同質，則本國政府對兩外國廠商課徵的稅率將會相等。 Abstract This paper develops an oligopoly model to study the optimal discriminatory import tariff policy of a service trade. In the model, there are two heterogeneous foreign firms rely on the service of a domestic distributor to distribute their manufactured good and play Cournot competition in the domestic market where the domestic government implement an import tariff policy.
