Keifuku Electric Railroad caused railway accidents twice in 6 months (December 2000 and June 2001) and abolished railroad business in Fukui prefecture in January 2004 after received the administrative order by Ministry of Land, Infrastructure and Transport. From macroergonomics point of view, this research was examined about troubles of 5 accidents which has happened over the past 30 years of Keifuku Electric Railroad Co.,Ltd. Upon proceeding this research, we understood that administrator of Keifuku Electric Railroad Co.,Ltd. didn’t take the initiative in plowing capital investment, confirm safe conditions aggressively and check the railroad facilities. From the accident for the past 20 years, they consistently said that “we checked railroad systems and had no problems.” and “those accidents were unlikely accident.” From here onwards, we must say that they provided verbal countermeasures. According to the investigation, we understood that their check was not adequate and didn’t prevent the accident from occurring. And then, we realized that they didn’t force to act for a safety management. In words, they promoted a negative reform in the organizational culture. This case also appeared that such a corporate culture’s decline can give fatal effects in corporate organization at present. Owing to these accidents, district main office went from Fukui area and employees lost their jobs.
