摘 要 在经济全球化进程日益加快的形势下，随着动物源性产品贸易和流通的不断加 大，重大动物疫病传播的风险也在不断地增加。近年来禽流感、口蹄疫等重大动物 疫情防控经验告诉我们，哪个地方的兽医机构不健全、队伍不稳定、经费不充足， 哪个地方的兽医工作就会陷入被动，就存在发生重大动物疫情和动物产品质量安全 事件的隐患。 动物疫病预防控制机构作为我国兽医系统的官方兽医技术支撑机构，其在各种 疫病的早期诊断及预防控制等方面都起着非常重要的作用。我国很早就开始着手对 兽医技术支撑机构进行建设，并经过几十年的努力取得了可喜成效。但是，我国动 物疫病预防控制机构的建设还存在有待完善诸多问题。本课题得到了公益性行业 （农业）科研专项经费（项目编号200903055）资助,课题旨在通过对OIE 兽医效能 考核评价指标体系PVS 的深入研究，分析我国动物疫病预防控制机构存在的主要问 题，参照PVS 评估指标，提出构建我国的建设标准和评估指标体系的意见与建议。 关键词：动物疫病预防控制机构；能力要素；效能评价；指标体系 Research on capacity factor of Animal disease prevention and control institution Abstract In the situation of ever-accelerating process of economic globalization,the risk of the spread of major animal disease also continue to increase with the continuou s increase of trade and circulation of animal origin products in recent years,avian influenza,foot and mouth disease and other major animal epidemic provention and control experience tells us that,where the veterinary institutions are not perfect ,the team are instability,the funding does not guaranteed,where the veterinary work will fall into a passive,there is a major animal epidemic and hidden security incidents of animal product quality.
