刍议低碳城市规划与发展 　　摘要：近年来，由于气候变化对人类生活所造成的各种影响愈发明显，导致全球气温逐年上升的关键因素就是大量的碳排放。经过国内外相关组织研究表明，碳排放是与城市化发展进程息息相关的，塑造环保低碳城市是有效控制全球温度增加的首要相应选择。目前，我国经济快速发展，人民生活水平逐年提高，其环保意识也逐渐增强，环境问题已经发展成为被人们广泛关注的热点问题。正是由于我国正处在经济快速增长的重要阶段，由于较快的城市化进程发展，使得我国的碳排放总量呈日益增长的趋势，要保证我国社会主义市场经济转型成功进行，搞好低碳城市的规划与发展是重中之重。 　　关键词：低碳；环保；城市规划；城市发展 　　中图分类号:TU984 文献标识码：A 文章编号 　　 　　Abstract：In recent years, due to climate change caused by the impact of human life is becoming increasingly apparent, leading to a global temperature increase year after year, the key factor is the large amount of carbon emissions. After the relevant organizations at home and abroad show that carbon emissions are closely related to development and urbanization process, shaping the environmental low-carbon city is the first appropriate option to effectively control the global temperature increase. At present, Chinas rapid economic development, peoples living standards increase year by year, their awareness of environmental protection has gradually increased, environmental issues has developed into a widespread concern about the hot issues. It is precisely because China is an important stage of rapid economic growth, due to faster development of the urbanization process, making Chinas carbon emissions was a growing trend, to ensure that Chinas socialist market economy successfully, do a good job in low urban planning and development of carbon is the most important. 　　Key words：low carbon; environmental protection; urban planning; urban development 　　中图分类号:TU984 　　在全球范围内，气候变化明显，温室效应日剧严重，由此引出的节能减排，低碳生活问题已经受到热议。城市减排是全球实现碳减排的关键点，城市管理建设的根本依据就是城市规划，因此，城市规划发展担负着有效构建低碳节能城市的重任。因此，在实际的城市规划发展进程中，要通过构建相关的规划理论基础以及定位城市发展方向来实施相应的城市发展规划措施，真正实现低碳城市的优化建设。 　　1.我国城市碳排放发展趋势 　　改革开放三十年以来，我国经济程迅猛发展的趋势，据相关数据可知，我国城市化进程发展速度是与自身的经济增长相辅相成的，随之而来的二氧化碳的排放量也逐年增多，在零二年至零七年间，我国二氧化碳的排放量较之前来说翻了一番，是居二氧化碳排放量首位的国家。随着城市化发展进程的有效进行，我国二氧化碳排放量仍然有快速增长的趋势，预计到2020年，我国的人均GDP在2000年的人均GDP基础上会翻两番，为了达到这一目标，我国需要推进城市化进程发展，与此同时，到2020年，我国二氧化碳排放量较2005来说会在其基础上增长百分之六十之多。 　　2.实现低碳城市规划发展的相关措施
