浅谈金华垃圾分类管理存在的问题及对策分析 [摘要]随着金华城市化进程的加速发展和城市规模的不断扩大，城镇垃圾的产量和堆积量也在逐年增加。由金华城市环境卫生协会提供的数据显示，目前金华人均生活垃圾年产量为440公斤，城市垃圾的年产量达500万吨，且每年以8%至10%的速度增长，而且历年垃圾存量已超过1000万吨，占用的土地面积超过12万平方米。可以说，正给金华市已被垃圾环带包围，“垃圾围城”不断严重。面对这些随着人们生活水平提高而猛增的、烧不胜烧、埋不胜埋的城市垃圾，金华的每一个社区必须采取有效的措施，减少、回收并再利用这些垃圾资源，本文详细介绍了金华垃圾分类开展的现状，深入分析了金华垃圾分类管理中存在的问题及其原因，最后提出了针对性的改进措施。 [关键词]金华市；垃圾分类；环境保护；全民参与 [Summary]With the accelerated process of urbanization of Jinhua city development and continuous expansion of city size, urban waste production and accumulation is also increasing year by year. [Keywords] Jinhua city; refuse; environmental protection; public participation 当前，城市生活垃圾处理的主要方式还是局限于填埋和焚烧等传统的处理方法，虽然部分城市已经开始生活垃圾生物处理技术，但由于成本投入的问题，目前尚在小规模试点。传统的垃圾处理方式对城市空气、土壤和水质造成了严重的破坏，目前空气污染PM2.5的源头也与垃圾焚烧有着极大的关系。我国人口众多，人均资源在世界各国排在中后的水平，如何有效地处理城市生活垃圾，最大限度地回收生活垃圾中的可用资源，降低垃圾处理中带来的环境影响，已经成为当前各大城市行政管理部门所重视的课题。2009年金华开始进入垃圾减量分类示范阶段，金华选择机关、学校、餐馆、居民小区等创建500个示范单位。市区各级行政管理部门在经费、人力、物力上给予充分的保障，分别通过市、区两级财政划拨专款为垃圾分类示范项目提供资金保障。2012年起，在全市范围内逐步推广垃圾减量分类工作,计划到2015年，基本实现城市人均垃圾产生量“零增长”。 一、金华垃圾分类管理现状 （一）开展居民宣传教育 2009年5月，金华市政府正式印发《金华市“十二五”城市生活垃圾减量分类工作实施方案》，正式启动了金华
