II Abstract In 2004.7,State Department promulgated the decision about the investment system reformation. The new investment system reformation fulfill the independence right of investment, make the enterprise be the main body in the investment and also stress that “who invest, who make decision , who income ,who undertake the risk”. Now, the proprietor responsibility system is roundly implemented for the construction field in our country. the project proprietor is being placed to the core position in the whole investment process including plan , financing raising design, execution, producemanagement and income ,it has to take all the duties about the project . the proprietor responsibility system meet the requirement of the socialism market-oriented economic system and the situation of our country. By researching investment control characteristic of construction project ,the paper studies how to control the cost by all process and all sides . First , the studies of the current status of construction project in our country and the reasons of why the cost is out of control show that it is emergent and necessary to establish a perfect proprietor ’s cost control system . Second ,the paper analyzes the goal system and the process principle and method of the cost control, and then points out it should establish a proprietor ’s cost control system by all process including decision-making, design, bid, execution, and by all sides including owner , contractor and government anthorities, etc. And then analyze the main problem about the proprietor ’s cost control system what the owner should pay more attention to such as how to choose the best design precept using the technique- economy valu
