This paper generalizes the country for sme financing, financial institutions to treat the countermeasures of small and medium-sized enterprises, enterprises own attitude of loan and credit consciousness of financing and pointed out the ideas and countermeasures of small and medium-sized enterprises in credit system, establish the credit consciousness, the establishment of the legal environment, financing channels, create smooth financing environment, etc. Keywords: small and medium-sized enterprises；financing； government countermeasures；financial institutions； credit consciousness 一、我国中小企业发展现状 改革开放30年来，我国的中小企业得到了迅速发展，占99%的中小企业为我们国家GDP贡献超过60%，税收超过50%，提供了近70%的进出口和80%的城镇就业岗位中小企业同样是我们国家自主创新的一个重要力量，66%的发明专利、82%新产品开发都来自于中小企业。中小企业已经成为繁荣经济、扩大就业、调整结构、推动创新和形成新的产业的重要力量中小企业成长出一批如中兴、华为、浪潮等一批大型的科技企业，它们的成长性和它们的快速发展已经成为举世瞩目的一个焦点2008年55家国家高新企业工业总产值超过5万5千亿，增长幅度达到了17.6%。工业增加值达到了13000亿，增长幅度超过了16%，在国家高新区5万多家企业中，中小型企业占87%左右。国际金融危机袭来，实体经济受到下行压力，这些中
