It is the only global international organization dealing with the rules of trade between nations. Chapter 20 WTO: Objectives, Functions and Basic Principles WTO: the Cornerstone of the Multilateral Trading System The World Trade Organization, as the GATT before it, is the cornerstone of the multilateral trading system. The WTO provides the institutional framework for a unique system of rights and obligations for trade and services and for certain aspects of intellectual property underpinned by rules and procedures for the settlement of disputes. These objectives have been expanded to deal with trade in services. Furthermore, they clarify that, in promoting economic development through the expansion of trade, adequate attention has to be given to protecting and preserving the environment. In its preamble, the Agreement Establishing the World Trade Organization reiterates the objectives of GATT.
