运用信息技术构建“三位一体”惩防腐败体系研究  摘  要  2005 年 1 月 3 日，中共中央颁布了《建立健全教育、制度、监督并 重的惩治和预防腐败体系实施纲要》（以下简称《实施纲要》），在这 一体系中，教育是基础，制度是保证，监督是关键，三者并重，构成“三 位一体”的惩防腐败体系。 信息技术能够在惩治和预防腐败方面发挥积极的作用，近年来，各 地各领域在这方面进行了一定的探索和实践。但是，信息技术在惩防腐 败方面的潜力还没有充分发挥出来，在理论研究和具体实践中，大家的 认识还不够。 本论文在总结和分析的基础上，首次提出了以《实施纲要》为指导， 运用信息技术构建“三位一体”惩防腐败体系的观点和思路。在教育方 面，论述了如何运用信息技术对领导干部进行廉政教育，如何进行面向 全党全社会的网上廉政教育，以及如何进行网上反腐倡廉宣传；在制度 方面，论述了如何进行网上行政审批，如何开展网上信息公开，以及如 何进行网上政府采购和招投标；在监督方面，论述了如何运用信息技术 对领导干部进行监督，如何运用信息技术对财政资金进行监督，以及如 何开展网上举报和群众监督。 论文最后呼吁反腐败工作者和信息化工作者，共同来关注和利用信 息技术的反腐败功能，为从源头上防治腐败而努力。 关键词：信息技术，“三位一体”，惩治，预防，腐败 THE RESEARCH ON CONSTRUCTION THE “TRINITY” TO PUNISH AND PREVENT THE CORRUPTION SYSTEM BY INFORMATION TECHNOLOGY ABSTRACT On Jan.3rd, 2005, the Central Committee of the Communist Party of China has issued “establish punishment and prevention system from corruption with sound education, regime and supervision implement compendium” (thereinafter “implement compendium” for short). In this system, education is the base, regime is the ensuring, and supervision is the key, and paying more attention to all these will constitute the Trinity, which can punish and prevent the corruption. Information technology can play an active role in the punishment and prevention to corruption. In recent years, people somewhere in some fields have some exploration and practice in this field. But it hasnt expressed its full range of potential in the punishment and prevention to corruption, and we havent realized enough in the theory research and specific practice. This thesis is on the base of summary and analysis. It is the first time that put forward “implement compendium” as the guidance in a more systemic way, and the idea that construct the Trinity to punish and prevent the corruption system by information technology.
