新高校财务制度对高校财务工作影响研究.pdf

摘 要 摘 要 财政部教科文司为适应高校的发展，于 1996 年颁布了《高校财务制度》。这个制度 的颁布与实施，对当时高校财务管理水平的提高起到重要的作用。但随着高等教育改革 的深入、高校办学自主权与办学责任的落实、高校筹资渠道的多样化、市场化，办学资 源与高校发展需求之间的矛盾日益突出。原高校财务制度已不能适应新形势发展的要 求，高校财务制度改革与建设的要求越来越迫切。在此背景下，财政部教科文司结合高 校自身发展的特点，对高校的财务制度进行了较大调整与改革，颁布了《高等学校财务 制度》(财教[2012]488 号)。该制度对高校预算管理、收入与支出、资产管理等方面提出 了新要求，规范了高校财务管理工作。这对完善高校财务制度，促进高校教育事业健康 持续发展，紧跟社会发展步伐起到不可忽视的作用。 本文从理论层面上，首先阐述了高校财务制度的含义、发展历程、执行的原则与目 标；其次，从总体方面和具体内容上分析高校财务制度变化的内容，找出原高校财务制 度的缺陷，以及新修订的高校财务制度的特点，重点分析了新制度提出的成本费用管理、 基本建设账表并入财务主表、大结余划分为结转和结余等新要求对高校财务的影响；再 次，以某高校为例，梳理了该高校目前的财务管理制度，分析了实施新财务制度后该高 校应该改进和完善财务制度的八个方面内容；最后介绍了实施新高校财务制度将会面临 的难题以及解决的对策。 关键词 高等院校 新财务制度 预算管理 成本核算 I Abstract Abstract The UNESCO Secretary of the Ministry issued the “university financial system” aim to adapt to university development at1996.
