注：请务必要看最后一页附件！ 山东财经大学 本科期末论文（设计） 题目：论城中村改造的问题及对策研究 —以滕州市为例 学 院 公共管理学院 专 业 行政管理 班 级 1102班 学 号 2011120132 姓 名 刘 秀 指导教师 于翠平 山东财经大学教务处制 二Ｏ一五年五月 山东财经大学学士学位论文 山东财经大学学士学位论文 PAGE 2 山东财经大学学士学位论文 论城中村改造的问题及对策研究 ——以滕州市为例 摘 要 随着我国城市化进程不断加快，城市规模不断扩大，城市边缘的农村地带不断被吞并，成为城市的一部分，出现所谓的“城中村”。城中村建筑杂乱无章，无论从城市形象、精神风貌、社会治安、经济发展还是人居环境上，都与城市的健康肌理和“以人为本”的思想相冲突，存在着极大的安全隐患。城中村改造势在必行，但城中村改造涉及到社会和谐稳定，关系人民群众的切身利益，是一个值得探索的城市改造难题。本文以滕州市为例，从城中村现象形成的背景出发，通过分析滕州市城中村改造的现状及出现的问题，提出了一系列有针对性的对策建议，希望能为各地的城中村改造工作提供参考。 关键词：城市化；城中村改造；城乡二元体制 Reconstruction of the Villages in the City of the Problems and Measures —Take Tengzhou City as Example ABSTRACT As Chinas urbanization process continues to accelerate,expanding urban and rural areas continue to be annexed edge of the city,it became part of the city,so-called urban village.Village building disorganized,both from the citys image,the spirit,social security,economic development or human settlements are in conflict with the citys health texture and people-oriented thinking,there is a great security risk. Reform of the Village is imperative,but the transformation of villages comes to social harmony and stability,the relationship between the vital interests of the people, is a problem worth exploring urban transformation.In this paper,Tengzhou City,for example, the background from the Village inside point of view,by analyzing the status quo of Tengzhou city reconstruction and the emergence of the problem,a series of targeted suggestions,hoping to work for the transformation of villages around reference. Keywords: Urbanization;Renovation of urban-village;Urban-rural dual managem PAGE \* MERGEFORMAT 10  PAGE \* MERGEFORMAT 9 一、引言 所谓“城中村”是指在城市高速发展和扩张的进程中，由于农村农用土地全部或大部分被征用，仍居住在由原始村落基础上自发建设而成的村庄。其在土地权属、户籍、行政管理体制上仍然保留着农村模式的村落。但城中村产生以来受城市经济发展影响，原村委会对其实施行政管理减弱，而当地街道、居委会又无权管理，致使城中村机制混乱。
