Empirical Analysis of Influencing Factors for Farmers’s Willingness to Participate in Agricultural and Countermeasures- Based on Handan City in Hebei Province Abstract Agriculture as the fomldation industry has always been about the lifeblood of the whole country．At the same time agriculture is a weak industry，influenced by the weather and other natural disasters．Recent year global climate is instable，environmental destruction and pollution is more serious，which has e髓cts 0n agricultural production．Crop harvest is not stable，which effects farmers’income directly．And farmer’s economic foundation is weak，and their ability to withstand natural disasters is limited，so they need an effectively resist natural disasters and the effective measures to guarantee the harvest．So the agricultural insurance plays such a role．Especially in recent years，policy agricultural insurance has a rapid development．The scale of the agricultural insurance ranked second of the world in 2012．Although the state makes series of supplements and improve the agricultural insurance，but there al e still part of the province has some difficulties in implementation．This study will analyze the basic situation of agricultural insurance in Hebei province． Firstly this study based on the theory of quasi-public goods attribute of agricultural insurance，the consideration of agriculture theory，the special risk theory of agriculture and agricultural insurance costs and benefits and adverse selection and moral hazard theory．On the basis of summarizing the domestic and foreign research，integrated analysis，it is concluded that the main factors that influence the farmers to buy agricultural insurance．Secondly design the questionnaire，research the typical agficultural county in Handan Hebei province about the agricultural insurance；Thirdly，analyzing questionnaire data and the influential factors of the farmers，who buys agricultural insurance，it is concluded that the characteristics of the various influence factors
