摘 要 经济适用房制度在我国住房保障体系中具有重要的意义，它是现阶段解决城市中低收入家庭住房问题的重要渠道。经济适用房制度的建立与实施是深化我国城镇住房制度改革的重要措施，对保持社会稳定、促进国民经济健康发展具有重要的影响。但是，近年来经济适用房政策运行中也出现了许多问题，这些问题削弱了经济适用房政策的经济效用和社会价值，甚至带来了一些消极的影响。因此，对完善经济适用房政策的研究具有重要的意义。 本文分为五个部分：第一章主要阐述了研究的背景及意义，对相关研究文献进行了简要的梳理和评价。第二章是经济适用房相关理论概述，阐述了经济适用房的含义、特点和作用，经济适用房政策的形成以及我国住房保障制度的基本情况。第三章是经济适用房政策运行现状的概述，以及存在的问题和成因分析。第四章针对产生的问题提出完善我国经济适用房政策的一些建议。论文最后进行了展望，进一步提出我国将来的住房保障制度要优先发展廉租房。 关键字： 经济适用房； 政策； 住房保障 Abstract Affordable Housing plays an important role in China Housing Security System, which is an important channel of solving city mid and low earning social stratum accommodation as the present stage. Affordable Housing is the significant action which deepens the housing system reform in China. It has important influence in maintaining social stability and promoting the national economy development. In recent years, the problems appearing in Affordable Housing are getting prominent national concern. These problems cripple the economic and social value of the Affordable Housing policy. Indeed, they bring some negative influence. Therefore, the research on the Affordable Housing is of great theoretical and practical significance. This thesis is divided into five chapters. Chapter 1 is the introduction whose purpose mainly is the previous studies at home and abroad, the research methods used in this study. Chapter 2 overviews the fundamental situation of the Affordable Housing, and expounds definitions, characteristics and function; other basic concepts of Affordable Housing, the background and reasons for establishing the Affordable Housing; housing security system in China. Chapter 3 analyzes the current operational situation of the Affordable Housing in China, and summarizes the problems arising from the implementation of the Affordable Housing.
