占堂查兰堡圭笙塞一——一Abstract Interest rate deregulation is a crucial step of financiai reform in China．With the deepening ofthe reform，the interest rate，which is still being fully controlled by the central bank，will gradually be open to the commercial banks and thus become one of the powerful weapons for the banks to compete with each other．In this way,the interest rate competition among commercial banks will become a new area catching our attention and worth our researching．In this article，the author firstly studies the banking market environment by comparing several quantifive indexes and then analyses the current real VS．nominal interest rate margin of commercial banks in China to describe the competition status ofeach bank at the very first stage ofthe interest rate reform．On such base，the author predicts possible competition trends at different stages and anyses its impacts over the financial market．In the end，the suggestions for the government as macro entity and the commercial bank as micro entity are proposed． Key Words：Interest rate deregulation Interest competition Bank II 土兰奎堂堕主丝苎 塞垦塑些堡堡!坚塞兰坌堑． 第一章绪论 1．】!研究背景 在资本流动加速和一体化进程加快的今天，任何国家的经济都已经不可能 在一个封闭的环境中进行自我循环，对外开放已成为当代世界经济发展的主旋 律。中国要融入到这个潮流中，就必须对现有的金融体系进行改革，充分发挥市 场本身的作用，而利率市场化无疑就是这一系列金融改革中重要的一环。随着我 国经济发展水平的提高，以及与国际经济体系的不断接轨，原有的管制利率体制 已经越来越不适应经济市场化的要求。只有逐步推行利率市场化，才能进一步推 进我国金融改革，提高我国金融行业的效率，促进国有企业改革与金融体制改革 的良性互动，完善我国社会主义市场经济体系。 随着我国利率市场化改革将向纵深推进，逐步实现利率市场化已是太势所 趋，这意味着我国商业银行的利率管理将有深刻变化。在利率市场化改革前，我 国商业银行的利率管理是在利率水平既定的情况下进行的，其重点是贯彻执行中 央银行的各项利率政策规定，因而，利率管理权限有限，职责内涵简单，侧重于 规范化营理。而在利率市场化改革后，中央银行除了确定基准利率外，商业银行 在其他利率方面拥有较大的自主权，因此，利率管理权限逐步放开，职责内涵趋 于丰富，除了贯彻中央银行利率政策，规范辖属利率行为之外，利率管理将更多 地参与商业银行的经营，更充分地发挥经营职能和市场营销职能，逐步成为商业 银行市场竞争的利器和实现效益的杠杆。我国商业银行的利率竞争这一课题由此 浮出水面。 1．2研究目的与框架 实现人民币利率市场化，将对商业银行的业务经营产生重大影响。在这样 一个新形势下，我国商业银行将如何开展竞争，竞争的趋势、影响如何，有何国 际经验可以借鉴学习，这正是笔者撰写本文的目的和意义所在。从目前情况看， 我国理论界和实务界尚未对商业银行利率竞争问题展开专门的探讨。为此，立足 于我国现实国情，前瞻利率改革动向，笔者从磁观层次的角度，尝试对我国利率 市场化后的利率竞争态势及相应的对策进行了初步的研究。全文共分为八章： 第1页共6l酉 上海犬学硕士论文 我国商业银行利率竞争分析 第一章，即本章，概括地介绍了本文选题的背
