Abstract Abstract Contents：In 2003，the central government began implementing the strategic decision of“large-scale training of cadres and greatly improving the quality of cadres”．The Party’S 1 7th national congress stressed again that it must”continue large—scale training of cadres， give full play of party school，school of administration，cadre college to significantly improve the quality of cadres”，which is to meet the well—off society and strengthening the Partys governing capability necessary requirement． This article illuminates the background，guidelines，the importance and the course of development of the education and training of our cadres．Combined with the practice of Nanchang，it summarized and explored the work related to education andtraining of cadres in Nanchang for the current stage by means of various research methods，such as data analysis，questionnaire both qualitatively andquantitatively，analyses the problems and the cause of the problems，correctly evaluates the existing circumstances of education and training of cadres in Nanchang．On the basis of above，it takes Party’s cadre guidelines and contemporary educational management theory as the guide，diving in leadership mechanism，operation mechanism，evaluation system，stimulus system and support system． Finally it puts forward a responsibility and rights distinct，a well-ordered，scientifically functioned and efficiently warranted exactly effect administrative system for the work related to the education andtraining of cadres in Nanchang． From the two levels of macro management and practical operation,the existing circumstances and the problems of the education and training of cadres in Nanchang were analyzed．From the view of the civic department which is in charge of the education and training of cadres and combining the theory with the practice，a set of both policy and operational response plan to explore the out standing problems of the education and training of cadres was proposed．The research of this art
