中文摘要 本文结合我国乳制品加工企业的发展历史、目前的发展现状，以及乳制品的 产品特点和生产特点，分析了企业所面临的环境变化，总结了我国乳制品加工企 业成本管理中存在的问题和环境变化带来的问题。我国的乳制品加工企业成本管 理中存在着成本管理责任不清、范围狭窄、方法简单、手段落后、成本管理过程 滞后的问题，无法跟上环境的变化。本文提出应根据本企业的自身特点和实际情 况，改变以往对成本管理的旧观念，建立健全全面成本管理体系，通过全员管理、 全过程管理、全方位管理和综合管理，使企业的成本管理进一步完善。综合使用 标准成本法、作业成本法和成本企画的成本管理方法，降低企业成本水平。并从 实际运行的角度上对我国乳制品加工企业成本管理的战略途径进行了阐述，提出 了我国乳制品加工企业降低成本的战略途径，即：提高企业资金的利用率、改变 企业发展战略、提高信息管理能力、与供应商建立合作伙伴关系、提高人的利用 率、重视产品的重新设计和正确看待质量和成本的关系。具有理论与实际相结合 的意义。 总之，本文通过以上论述，分析了目前我国乳制品加工企业成本管理中存在 的主要问题及采取的解决办法。目的就是希望各乳制品加工企业充分利用目前的 良好发展形势，加强内部管理，从成本管理上提高企业应对外界环境变化的能力， 提高企业的综合实力。 Abstract Based on the history and present development of dairy enterprises in China and the characteristic of dairy products，this Paper analyzes the change of outer environment of dairy industry and summarizes the problems in cost management．The main problems are responsibility confusion，scope limit，old method，late process and etc．Tb_is paper recommends the enterprises to change their old concept of cost management，forrn the system of Total Cost Management(TCM)，carry out whole staff management，whole process management and comprehensive management，and put Standard Cost，Activity—Based Cost and Target Costing theories into practice． Combined with theory and fact，this paper provides the strategic methods．To increase the utilization of fund，use integration，diversification and collectivizati011 strategic method，strengthen information management，build up cooperative relation with suppliers，increase utilization of human resources，pay attention to product redesign，pay attention to tlle relation between quality and cost，improve quality and reduce the cost of aflcr-sale services． To summarize，this paper analyzes the main problems and methods in the cost management of dairy enterprises．Companies should take the good opportunity of development，strengthen cost management in order to inerease the overall competitiveness． 4 第一章我国乳制品／ro t企业的发展现状 改革开放20年来，我国取得了举世瞩目的成就。实现了农副产品从长期短 缺到供需基本平衡的稳定发展状态。目前，我国已经成为世界第一肉类、禽蛋类 生产大国，人均肉类占有量超过世界水平，人
