Abstract
As a major mode of various managing operations,Management Information
System(tens)has been widely recognized as an indispensable instrument，especially
in business administration．With the rapid development ofthe technology in computer,
networking and database，there have emerged a 10t of new paaerns of computing，
among which the client／server structure loomed larger in the 1990s．and found the
way to practical application all across the world
This essay begins with the introduction to the information system
development．we then foCUS on the process of research and application of”Tianjin
urban read synthesized information management decision-making system”．Based on
the fundamental method of the development of jrifermation system．we incorporate
various problems in road maintaining into an integrated analytical framework and
attempt to better deal with theoretical and practical，subjective and objective,
qualitative and quantitative relationships among related variables．With regards to the
evaluation ofthe working capability ofthe road system，we designed a comprehensive
appraisal method to mainly examine the condition of the road surface damage，the
degree of smoothness，the hardness of the road surface structure and some other
indicators．AIl ofthese were done in the light ofthe existing conditions of lower road
standard，less investment in road maintaining、more damaged road surfaces and lower
traffic speed．This analytical framework takes into account of the forecast of the
damage of the road surface，the policy choice of road maintaining，priority
specification and the model to decide the cost ofroad maintaining
In the end，we give a brief introduction to the RDBMS--SQL Server 7 0 and
Server／Client mode，as well as CIS mode with graphic surface and desktop tools for
distributive database applied program--Powerbuild，and give an illustration of object·
oriented program designing with Powerbuild．
