三产业的两倍多，产业结构不均衡的发展影响着就业质量和居民收入的提 高；区域就业上存在失衡现象，农区、矿区、库区转移劳动力素质偏低， 就业困难多；制约大学毕业生就业因素依然存在。 就业问题是宏观经济的主要研究对象，其影响就业因素是多方面的， 本文根据乌海市情分析了主要原因：从劳动力供给及需求看，劳动适龄人 口所占的比重大，且呈上升阶段，这无疑会增大乌海市就业压力失衡的矛 盾；经济和城市转轨与劳动就业结构转变，出现程度有别的自愿性失业、 摩擦性失业和结构性失业；同时，制度因素和科学技术的进步对扩大就业 产生了影响。 因此，通过对乌海市存在的就业问题的分析，提出了稳定和扩大就业 的对策：提出了乌海市经济和城市双转型中找准经济增长和产业结构对拉动 就业的着力点，实施就业优先经济增长战略；以落实现有政策为落脚点，加 强政府在促进就业中的责任，将促进就业作为实施、制定和调整经济社会 政策的基本目标；同时促进以创业带动就业，推动创业型城市建设，有效 利用创业带动就业的积极方式发挥劳动者自主性、能动性就业；把扎实推 进和深化技能培训作为解决就业结构性矛盾的良方；要注重发挥基层劳动 保障平台就业前沿阵地的作用，形成有利于就业工作开展管理体制；有效 推进就业服务实名制管理工作，就业、失业登记覆盖到每一个劳动力，切 实做好就业统计这项基础性工作。 关键词：乌海市，就业问题，对策研究 WUHAI CITY EMPLOYMENT PRoBLEMANA I JYSIS AND CoUNTERMEASURES ABSTRACT The core of the scientific concept of deVelopment is people—oriented． Employment is the economic problem is a major social problem．With the de印ening of economic refoml，upgrading of industrial stmcture adjustment，to f．orward the process of industrialization and urban growm of labor，agricultural area reservoir area mining area su印lus labor’the employment problem of the transition stmctural unemployment intertwined wim each other．exacerbated by the complex and arduous nature of the employment problem in WUhai City． Therefore，in．d印th study Wuhai City eInployment status，employment law under the new situation，to guide the如U employment promotion，the promotion of health， coordinated and sustainable development of the WUhai City’s economic deVelopment and urbanization process，the GoVemment，to res01Ve 1iVelihood issues of great significance． In this paper’through the analysis of the employment status of Whhai City， find the problems in this stage，the use of economic principles of economic growth，industrial restructuring and expansion of employment relations analysis problems，so countemleasures research and analysis． 0Verall is stable Wuhai City employment situation，but there should not be ignored：the oVersupply of labor is still伊eater，to increase eInployment more di伍cult to expand，瑚【pid economic gro叭h did not bring the e彘ct of e
