●● ● ● ● 043017186牟红旗 地方政府’J企业集群的成K一以浙江省台州市缝制傲需中小企业集材为研纨对象 Abstract An Industrial cluster refers to a geographical concentration of the firms which are engaged in the same,similar or related mduslries，and other affiliated and related organizations which provide service to the firms．This network—organization form of the finns becomes the focal of academit research and other social circles’attention for its distinctive competitiveness．Both international and national experiences have shown that the local govemment’s supports call push the development of clusters；however,the local government must intervene by certain rules and path The present paper first systematically summarizes the international experiences and the rules of local government’s function on the development of industrial clusters．Then, the author does all empirical study on the sewer clusters in Tatzhou by means of questionnaire and intervmw．In the empirical study the author objectively evaluates the local government’s function and its effect on the sewer clusters．Finally,the author put forward some policy suggestions on how to promote the development of industrial clusters by the local govemment． The studies on industrial cluster consider that the local government’s functions on the sewer clusters’development include the following seven dimensions：construction of entrepreneurshlp environment，regional marketing，technology incentive，human resource policy,strategic plannmg for the industry，supporting the affiliated networks、 maIntalnlng well—ordered competltlon．The empirical study based on the sewer clusters in Tmzhou mdicates that the scores of local government’functions on regional marketing is the highest，the scores oil technology incenUve and human resource policy are the lowest，the scores on construction of entrepreneurship environment and agency service are mlddhng． According to the emplncal study,the author suggests that the local government call promote the development of the sewer clusters by the
