Abstrat Promote implementation of main function regions strategy is the important content of China’s 12th Five-Year Plan，what is not only an important theoretical basis of the region to adjust the national spatial development pattern to achieve sustainable development，but also the main basis for making Regional development planning．At present，with the in-depth study of the domestic．geography scholars on main functional regions divisions of the theor5 technology,methods，etc．?many provinces，municipalities and autonomous regions have been completed the main functional regions division on large’scale space in provincial and municipal domain，however,main functional regions division which in the county level is relatively weak．County administrative region is the basic space carrier about resource development and ecological protection in our county，and it is significant to study its main functional Regions subdivided． Tongxin County as one of the restricted development zone in Ningxia main functional regions， set”restricted development zones”．”povety—stricken area’’and’’areas inhabited by ethnic minorities” in one，and congenital fragile ecological environment to make it to develop difficulties．H01w to make balance between the economic development and ecological protection is the primary problem in the region need to be resolved．This paper select Tongxin county as the research object to research the main functional regions division and development strategy based on a comprehensive analysis of domestic and international research．The study ideas is selecting 16 indicators from the carrying capacity of resources and the environment subsystem，existing development density subsystem and development potential subsystem to build the main functional regions subdivided index system according to the ecological environment and social economy status in Tongxin counry,then making quantitative analysis for the main functional regions subdivision through main content-factor analysis and cl
