监督职能在现代医院管理中的作用与实现 [摘要] 本文阐述了医院的纪检监察部门在新形势下,按照中央“三转”的要求,积极探索如何聚焦主业做好监督工作,明确了监督的主要内容和对象,创新监督工作方式,推行“三、二、一”工作模式,包括:实行“三全监督”,即全过程监督、全员工监督、全手段监督;建立“两个机制”,即医院管理质量持续改进机制、医院管理廉政风险防控机制;突出“一个重点”即抓重点监督。医院将日常监督与重点监督相结合、全过程监督与全科室参与相结合、强化监督和严惩违纪相结合,并总结了监督工作的四点作用,提出了做好监督工作五点建议,从而提升了干部职工的规矩意识和责任意识,促进了医院党风廉政和反腐败工作的开展,提高了医院管理质量和管理效益。 [关键词] 监督;纪检监察;医院管理 [中图分类号] R197.3 [文献标识码] A [文章编号] 1673-7210(2016)05(a)-0162-04 [Abstract] This paper discusses how the discipline inspection and supervision department of the hospital has proactively explored to perform the supervision function by focusing on its major responsibilities, in accordance with the requirements of the “Three Transformations” by the Central Committee of the Communist Party of China under the new situation; in addition to expound the major supervision contents and targets, the hospital also should innovate the approaches for supervision work through implementing a “Three-Two-One” working mode, in which “Three” refers to carrying out “three whole supervisions”, i.e., supervision in whole-process, supervision on whole staff and supervision with all methods; “Two” refers to establishing “Two Mechanisms”, i.e., continuous quality improvement mechanism and anti-corruption risk prevention and control mechanism in hospital management; and “One” refers to emphasizing “one focus”, i.e., performing supervision by focusing on the essentials. By incorporating regular supervision with focus supervision, whole-process supervision with all-departmental supervision, and reinforced supervision with severe punishment against disciplinary violations, the hospital has generalized four functions of the supervision work and proposed five suggestions on how to perform the supervision duty well. Thus the hospital has promoted officials and employees sense of rules and responsibilities, advanced the progress of the building of honest and clean government and combating corruptions in the hospital, and promoted management qualities and management effici
