县域农地流转现状分析与探索 　　摘 要：在构建社会主义新农村的条件背景下，农用地流转问题已经成为当今农村土地使用制度改革，建设和完善土地市场面临的主要问题。探索农用地流转问题，不仅能够防止土地的抛荒、闲置，提高土地利用效率，更能推动农业结构性调整，增加农民的收入，对促进重庆农村土地流转和农村经济的发展具有重要的理论和现实意义。笔者以重庆市江津区为例，在深入调查和搜集相关资料的基础上，对重庆市江津区农地流转的现状及存在问题进行了阐述、分析、研究，并针对这些问题提出建议，使江津区农用地流转问题得到更好的解决，更趋于规范、合理和高效。 　　关键词：江津;农地流转;特点;存在问题;措施 　　中图分类号：F321.1 文献标识码：A DOI 编码：10.3969/j.issn.1006-6500.2015.11.021 　　County Farmland Circulation Current Situation Analysis and Exploration 　　――Chongqing Metro as an Example 　　SU Li-li，PU Chun-ling，WANG Nan，JIANG Ling， MA Wen-juan 　　（School of Management， Xinjiang Agricultural University， Urumqi， Xinjiang 830052， China） 　　Abstract： Under the background of the conditions of the build socialism new countryside，Agricultural land circulation problem has become the current rural land use system reform. The main problems facing the construction and perfect the land market. Exploration of farmland circulation problems，not only can prevent land pastureland、leave unused， increasing efficiency of land use，also can promote the agricultural structural adjustment， increase farmers income. To promote the development of Chongqing rural land circulation and the rural economy is of important theoretical and realistic significance. This paper takes Chongqing metro as an example. On the basis of in-depth investigation and collecting relevant data，The farmland changing the status quo and existing problems of Chongqing metro are expounded、analyzed、researched，and put forward suggestions to solve these problems，the metro area of farmland circulation problem get a better solution，tend to have more specifications、reasonable and efficient. 　　Key words： Jiangjin;farmland transfer;characteristic;existing problem;measures 　　随着社会经济的发展，重庆市江津区农用地流转已进入了一个新的发展阶段，但是还存在一些问题严重阻碍了农村社会经济的发展。因此，在当前的情况下研究江津区农用地流转，可以有效解决土地荒废、无人耕种、粗放经营等现状，提高土地的利用效率，实现社会的稳定，增加农民收入。 　　1 重庆市江津区农地流转的概况 　　1.1重庆市江津区农地流转现状 　　重庆市土地总面积为82 402.95 km2，其中农用地面积为61 634 km2，占土地总面积的74.80%，耕地面积为25 564 km2，占土地总面积的31.02%;年末全市户籍总人口3 375.
