基于乡镇视角下城乡建设用地增减挂钩政策的思考 　　摘 要：增减挂钩政策是解决当前城镇化进程中土地供需矛盾行之有效的方法之一。文章采用数理统计分析方法，通过实地调研详述了双凤镇增减挂钩的现状、模式、利弊分析等。结果表明：（1）双凤镇增减挂钩面积占太仓市总增减挂钩面积比重最大。其采用宅基地流转和土地复垦两种形式来实现增减挂钩;（2）政府主导型的增减挂钩运行模式既有利于推进新农村建设、合理规划产业布局等优点，也存在着重视眼前利益，忽略质量指标、资金来源单一难以为继等缺点。在此基础上，笔者对当前增减挂钩工作提出了正确合理看待指标、转变增减挂钩模式、制定科学监管制度等对策和措施，以期为未来制定城乡建设用地政策提供参考。 　　关键词：城乡建设用地;增减挂钩;新农村建设;双凤镇 　　中图分类号：F321.1 文献标识码：A DOI 编码：10.3969/j.issn.1006-6500.2015.11.023 　　Research of Urban and Rural Construction Land Increase or Decrease Hook 　　――Take Shuangfeng Town for Case 　　LYU Xian-wang 　　（Yancheng Normal University， Yancheng， Jiangsu 224051， China ） 　　Abscart： At present， Chinas urbanization process is accelerating， the rapid economic development， increasing the construction land also need to ensure the number of basic farmland， increase or decrease the implementation of the linked. Using literature research method and the theory and empirical research method， introduces the Shuangfeng town of profiles and Shuangfeng town linked to changes in the status quo， pattern， the pros and cons analysis and put forward relevant suggestions. The research shows that the Shuangfeng town homestead circulation and land reclamation in two forms to implement the pothook. Shuangfeng town Taicang City linked area accounted for the largest proportion of the total area of the hook. Mainly uses the government dominant mode of operation. Through urban and rural construction land increase or decrease， so that the rural landscape， the layout of the industry more reasonable. But Shuangfeng town design linked to changes still exist a series of problems， if only pay attention to the balance of the number of ignoring the mass balance， the implementation of funding is difficult.
