中国现存股票市场条件下的养老保险最优规模研究 摘要：通过优化世代交叠模型，分析了中国养老保险制度对产品市场、资本市场和消费者福利状况的影响效应。研究结果显示，适当减少养老保险制度缴费率能够给中国资本带来集聚效应，并且能够显著地提升其价格和工资，最终会增加产品的产出。通过差异化的福利标准分析了养老保险的最优规模，从长期的最优社会效应和时间的连续性来看，养老保险制度会存在一个最优的社会缴费率。这个缴费率确定了养老保险在目前股票市场条件下的最优规模。在此基础上，探讨了养老保险是否私有化的问题，并给出了存续条件。 关键词：养老保险最优规模；社会最优化；资本积聚；缴费率；动态最优化 中图分类号：F830.91 文献标识码：A 文章编号：1001-8409（2014）04-0033-05 Abstract： Through the optimization of overlapping generation model， this paper analyzes the effect of Chinese pension insurance system influencing on product market， capital market and consumer’s welfare state. The results shows that the appropriate reduction to the system of endowment insurance payment rate to Chinese capital will bring agglomeration effect and it can significantly improve their prices and wages， which will eventually increase product output. It analyzes the optimal scale of endowment insurance through welfare standard differentiation. From the point of view of continuous longterm optimal social effect and time， it finds the endowment insurance system that exist an optimal social contribution rate. The contribution rate determines the optimum scale in the current stock market under the conditions of the endowment insurance. On this basis， it discusses whether the oldage insurance privatization is preferable. Finally it gives the existence conditions. Key words： optimal scale of social endowment insurance； optimization； capital accumulation； contribution rate； dynamic optimization 1引言 中国的养老模式一直是政府主导型，这也符合国际的通行方式，但这是否符合养老保障的本质规律？养老完全由政府主导是否是最好的方式？如美国、新加坡和智利的“投资式”养老保障模式是否也应该成为一种与政府并驾齐驱的传统模式？而且从经济、社会、政治和文化的视角来看，在以后养老保险制度改革中是否应该让更多的私人因素介入？介入力度应该多大？是像美国和智利一样以个人“投资式”养老为主，还是以德国、英国和北欧国家的完全“政府主导式”模式为主？这不仅仅取决于一个国家的上层建筑，更取决于一个国家的国情，这些因素包括经济因素、社会因素以及文化因素等。实际上，各个国家在建立养老保险制度时，总是离不开上述因素，对此也有学者提出了批评，如曹信邦认为，养老保险出现了“异化”现象，如泛政治化和泛经济化。但是如果经济主体能够较好地解决养老问题，效率更高，也不失成为一种全新的养老方式，因为这会产生“双赢”甚至“多赢”的格局[1]。一方面能够很好地解决养老问题，另一方面也能更好地拉动经济和社会的发展。那么，个人的股票、证券和基金等投资形式的盈利能够提供一种比养老保险制度更好的模式吗？ 现有的研究中，各学者所采用的模型均把生产过程作为外生变量，并结合OLG分析框架来研究效率的均衡问题。如Chattopad
