两会热议：用“城市海绵”解决内涝问题 In fact， water-logging in Beijing is just an epitome of the national water-logging issue. There are many similar problems in many cities in China， such as outdated design of flood prevention system， old equipments and channel-filled deposit in some middle and small rivers. One heavy rainfall can send a city into tailspin. For example， last summer， students of Wuhan University jokingly said： “Go to see the sea in Wuhan University”， which was called “the most romantic thing”. “If a city acts like sponge which can absorb water when rain pours down and release water when droughts come， the issue of water-logging will be solved.” Liu Bo， a project coordinator of the water system management office of Changde City， led the drafting of a proposal of Suggestion on Scientific Use and Management of Urban Water Resource and submitted it to NPC. The suggestion proposes that urban hardened ground was over developed as urbanization has been quickly developed for the 30 years of reform and opening. Right now， water should come back to cities and we should restore our city ecologically. The prevention and management of pollution in urban rivers， lakes and underground water should be connected with ecological recovery. Natural wet lands should be protected and expanded and man-made wet land systems should be constructed so that the ecological chain of urban wet lands can be rebuilt. “Anti-urban hardened ground” should be promoted vigorously in river basins to deal with urbanization. Roofs， streets and parks can all be used as much as possible to alter their function of water draining to water storing. Every building and community is built to be able to absorb rainfalls instead of draining them away. When droughts come or we lack water， the stored rainfall can be reused.
