评价城市生态安全系统 建设和谐人居环境 当前，城市化进程中伴随着各种各样的城市问题，如住房紧张、交通堵塞、环境污染、资源短缺、城市内涝、食品安全等。这些问题不仅影响着居民的生活与生存，也严重制约着城市社会、经济、环境可持续发展，迫使人们开始对以工业文明为核心的城市发展模式、规划、建设、管理以及生产生活方式等进行深刻反思，并结合国际上相关城市发展的有益经验，探寻城市的可持续发展之路。城市生态安全理念应运而生。 城市生态安全系统是一个由社会、经济、自然环境组成的复合人工生态系统。城市生态安全是指有效运用具有生态特征的技术手段和文化模式，建立合理的城市生态系统结构，提高城市生态系统功能，促进系统的物质循环和能量合理流动，协调人与自然和谐的关系，使人类在城市利用方式、程度等方面与生态系统的发展过程相适应，最终实现建设结构合理、功能高效、生态安全的城市运行系统。 因此，为提升世界各国城市生态安全意识，促进城市生态安全保障体系的建设，联合国人居署与国际生态安全合作组织拟在2013年4月15日举办的联合国人居署第24届理事大会上共同启动“全球城市生态安全排行榜”项目。届时由国际生态安全合作组织大连国际生态安全研究所开发和设计城市的生态安全评价指标体系将一并启动。 城市生态安全评价指标体系的设计是以国际城市为评价对象，指标的设计既要体现综合性、整合化的城市特色，充分覆盖城市经济―社会―自然生态三个维度；又要充分体现生态安全健康性、脆弱性的本质特点，同时充分借鉴和吸收国际生态安全研究中的关键要素因子，力争指标体系的城市特色凸显、安全味道十足，国际城市通用。运用城市生态安全评价指标体系，既能为国际城市间生态安全的横向比较提供标准，又能为目标城市辨识其生态安全状况及其生态系统演变趋势提供科学客观的评价工具。 Problems emerging in the process of urban development such as housing shortage， traffic jam， environmental pollution， resource shortage， urban floods and food security， become more and more prominent， which not only influence the people’s survival and living but also restrain the sustainable development of urban society and economy. And we should learn from the useful experience of urban development of cities in the world and pursue the way of sustainable development.
