我国对外贸易经营管理体制改革的探索王钦朋摘 要：当前的经济体制正在进行变革，在这种经济背景之下，中国从原来的计划、集权以及管制的对外贸易制度变成现在的市场、分权以及放松管制的对外贸易制度。其中，经历了从扩展经营权和下放管理权限到实施自由化和实行承包制的变迁，中国对外贸易制度的变迁过程就是创新的过程，使得其能够适应当时的社会背景。中国对外贸易管理体制的变迁过程在受到中央高度垄断的基础上，经历了一个“重心向下”的演进路径。中国对外贸易管理体制的演变除了是一个“自然选择”进程之外，也是一个“适应性学习”的过程，两种经济演化机制共同施展着作用。外贸体制是指对外贸易进行调配利益，设置机构，分工运营，组织形式以及管理权限等方面的制度。它是经济体制的重要组成部分，同国民经济的其余组成部分有着亲密的关系。新时期我国对外贸易发展迅速，假如减慢对外贸易经营管理体制改革的步调，会影响我国对外贸易经济的开展。本文主要在回想我国内外贸管理体制演化历程的基础上，总结了中国改革开放以来对外贸易管理制度的演变进程，从中探究钻研革新过程中各阶段对外贸易管理制度的演变对我国对外贸易开展的影响，总结我国内外贸管理体制的利害，以史为鉴，为加快速度中国内外贸一体化的过程提出一些建议和见地。关键词：对外贸易；体制改革；策略Chinas foreign trade management system reformWang QinPeng（08 IT 1，Department of International Trade，ShengDa College of Economic Trade Management）Abstract：After the reform and opening up, in the context of Chinese economic system reform, the institutional change of Chinese outward trade has experienced a from regulation to deregulation, from centralization to decentralization, from plan to market the road of innovation.
