基于改进灰靶模型的土地整治可持续性评价 ——以江苏省为例 张俊凤，刘友兆( （南京农业大学公共管理学院，江苏南京 210095） 摘要：采用改进后的灰靶模型，从土地整治应具备资源经济的实力、保障粮食安全的能力、维护社会和谐的力度、促进环境友好的程度4个方面构建指标体系，评价了江苏省的土地整治可持续性，并对其区域差异进行了比较分析。结果表明：江苏省土地整治基本处于可持续状态，但区域之间的差异较为明显；苏北地区的土地整治可持续性最高，其中徐州、淮安、连云港属于全省土地整治可持续性评价I级区；苏中和苏南部分城市属于IV级区，其中泰州、镇江可持续性最低。为了实现江苏省土地整治的可持续发展，需在汲取成功经验的基础上，采取针对性、差别化的改善策略，在增加耕地数量、提高耕地质量的同时，更应注重农民的意愿及满意程度，建立相应的公众参与机制和收益反馈机制，以维持土地整治工作的可持续性。 关键词：土地整治；可持续性评价；改进灰靶模型；改进熵值法；靶心度 Sustainability Assessment of Land Consolidation Based on Improved Grey Target ModelA Case of Jiangsu Province ZHANG Junfeng, LIU Youzhao (College of Public Administration, Nanjing Agricultural University, Nanjing 210095, China) Abstract: In order to evaluate the sustainability of land consolidation, a comprehensive assessment index system and model were defined with method of the improved grey target model, which includes having resource economic strength, ensuring food security ability, maintaining social harmony intensity and promoting environment friendly degree. Then taking Jiangsu province as a case study and anglicizing their regional differences. The results showed that: the sustainability of land consolidation of Jiangsu province is in the general level, but there are more obvious differences between different regions; the sustainability of land consolidation of North Jiangsu is higher than Central Jiangsu and South Jiangsu, with Xuzhou, Huaian and Lianyungang belonging to the sustainability assessment Class I area. In order to achieve the sustainable development of Jiangsu province, need to learn the successful experience and to take targeted and differentiated improvement strategy. In addition to the increase in the quantity and quality of arable land, paying more attention to the wishes and satisfaction degrees of the farmers is also necessary.
