社会保险经办体制亟需进一步完善 郑学温 （环县社会保险事业管理中心 甘肃 庆阳 745700） 摘要：我国社会保险制度从1987年恢复以来，经过二十多年的发展，已经确定了以“社会统筹与个人账户”相结合的社会保险体制。《中华人民共和国社会保险法（草案）》已经明确提出我国基本养老保险基金实行省级统筹，并逐步实行全国统筹的战略思想，但还没有对失业保险基金、医疗保险基金、工伤保险基金、生育保险基金的统筹方式做出处规定，也没有对社保经办机构及公共服务的职能做出专门规定，这种状况对社会保险工作的顺利展开和社保经办机构能力的提升有很大制约。本文对我国社会保险经办体制现状的研究，能为进一步完善社会保险经办体制抛砖引玉，实现理顺体制，提升效能，服务社会的目的。维护参保单位和个人的合法权益，使社会保险制度平稳和可持续发展。 关键词：社会保险 经办体制 完善 The social insurance system is urgently needed to bo further improved Zheng Xuewen （Huanxian County Central Department of Social Insurance Service Management Center, Qingyang, Gansu，745700) Abstract: Chinas social insurance system since its resumption in 1987, after 20 years of development, have been identified the combination of social insurance systems.based on the social pooling and individual accounts.The Peoples Republic of China Social Insurance Law (Draft) has been clearly stated Chinas basic old-age insurance fund to the provincial co-ordination, and gradually implement the strategic thinking of the national co-ordination, but there are no co-ordination ways for unemployment insurance fund, medical insurance fund, industrial injury insurance fund and maternity insurance funds, and also no handling of the social security in stitutions and public services is specially providid. The situation grently coustrains the smooth conduct of the work of social insurance and social security to enhance the institutional capacity of handling. In this paper, the status quo of Chinas social insurance system, the study can further improve the social insurance system, serve as a catalyst to achieve to rationalize the system, enhance performance, the purpose of serving the community. To maintain the insured units and individuals? the legitimate rights and interests, so that the social insurance system can be stable and sustainable development.
