ATTACHMENT 3 WORK PLAN PROJECT OVERVIEW INTRODUCTION The Santa Margarita Water District (SMWD), in partnership with Ranch Mission Viejo, LLC (RMV), the County of Orange, and Orange County Parks (OC Parks) is proposing to construct the Gobernadora Multipurpose Basin Project (Project) in the South Orange County Watershed Management Area (WMA). The Project includes development of the following: urban runoff water quality basin to improve water qualify for downstream riparian and wetlands areas storm water detention basin to protect downstream wetlands and riparian habitat from further erosion and deposition damage collection system to capture and harvest drainage flows for recycled water use in the existing Portola Reservoir regional trail link for overall trail connection from Thomas F. Riley Park to Caspers Wilderness Regional Park The Basin will be utilized to reduce storm peak flows by flood storage, divert and naturally treat urban runoff and storm flows to 1) reduce downstream erosion and sedimentation, 2) provide harvesting of excess surface water and groundwater, and 3) improve the water quality in the Gobernadora Creek and San Juan Creek, including the downstream Gobernadora Ecological Restoration Area (GERA). As shown on Figure 5, the Project includes two basins located adjacent to Canada Gobernadora on approximately 35 acres. The upper basin will be subdivided into a series of smaller basins and planted with wetland vegetation for treatment of urban runoff and low flows. The lower basin will be developed for detention of storm flows which exceed 25 year to 100 year storm events in Gobernadora Creek to mitigate the effects of upstream development that has occurred over the last several decades. Features of the project will consist of flow diversion facilities, basin inlet and outlet works, dewatering wells and low-flow pump stations and piping for re-use.
