They cover specific requirements and procedures necessary for the proper administration of the Mississippi Law regulating the practice of engineering and surveying. They supersede all previous administrative Rules and Regulations. The Rules and Regulations shall be binding upon every person holding a certificate of licensure as professional engineer or surveyor and on all partnerships or corporations or other legal entities authorized to offer or perform engineering or surveying services in this State.
