Building the Capability Character Model for Tutors Evaluation System of Teaching and Educating 　　Abstract. The tutor plays an important role in improving the quality of graduate， aiming at the tutors lacking responsibility in guiding the graduate and the poor environment for scientific research for the graduate and their descending in character and academic standards and unreasonable existing in the evaluation of the tutor. Author brings the concept of the capability character model for tutor evaluation system of teaching and educating evaluation， its favor for tutors selecting and stimulate the tutors initiative and creativity and guide the tutors future developing， promoting the tutors overall quality. The quality of graduate students is directly influenced by multiple factors such as supervisors comprehensive quality， teaching level， educational philosophy， and professional dedication. In recent years， with the adjustment of the admission policy of Chinas higher education， postgraduate education steps into fast traffic lane， the admission scale is greatly expanded， and also the number of graduate students at school largely increases. To meet the increasing demands on the training of graduate students， the tutor team is greatly expanded， and thus many young teachers lacking the experience in training graduate students work as a supervisor.
