The paper explains the underlying rationale for the MSFD reporting framework and to the proposals for reporting sheets (as presented in DIKE-4/2011/03), including the initial considerations on how the Commission will use the reported information to meet its obligations under Article 12. WG DIKE is invited to: Review the revised rationale for MSFD reporting and the proposed framework and comment as appropriate. Recommend, subject to further amendments agreed by WG DIKE, that the paper be approved by MSCG on 14 November 2011. Consider whether illustrative examples of completed reporting sheets, covering the range of topics, should be prepared to assist the 2012 reporting process.
