It is divided in three parts and also contains the background paper (Annex 1) which was prepared by the GTOS Secretariat and the statement given by the GTOS programme Director. Acknowledgements are made to GCOS and the Chair of TOPC for initiating and leading the interaction with the UNFCCC.
