摘 要 建设项目目标集成管理的核心是在不同目标之间寻求协调平衡，以追求建设项目整体利益的最大化。但传统的建设项目目标管理研究将各目标看作是孤立的，缺少将各目标纳入统一的集成管理，没有真正揭示出目标之间的相互联系和集成的内涵。 本文在分析了集成管理的内涵和特征之后，将其引入建设项目目标管理中，提出了建设项目目标集成管理的概念，并对建设项目目标体系进行了具体阐述。建设项目目标体系，不仅包括进度、成本和质量，还包括各参与方满意、与环境相协调和可持续发展等目标。为了对各目标进行综合考虑，本文建立了建设项目目标集成管理模式，并论述了该模式的实现过程。本文通过建立网状虚拟组织，得出建设项目全寿命周期集成管理目标。利用WBS结构，将目标分解到可以控制的工作包中。在执行过程中，通过改进的挣值法对三大目标（进度、成本、质量）进行集成管理。最后，通过德通花园的工程案例对本文提出的目标集成管理方法进行检验。 本文通过对建设项目目标集成管理内涵的分析，探索一种比较完善的建设项目目标集成管理模式，可以同时兼顾项目的进度、成本、质量、各参与方满意、与环境相协调和可持续发展等目标，在它们之间寻求协调平衡，以追求项目经济效益的最终实现。 关键词：住宅；全生命周期；目标集成管理 ABSTRACT The core of construction project objective integrated management is to seek the coordinate balance among different objectives and to pursue the maximization of the construction project overall benefit. However, the objectives are considered as isolated and the integrated management of all objectives is absent in traditional construction project objective management. So it does not reveal linkage among objectives and meaning of integration. This paper analyzes the meaning and characteristic of integration and integrated management, puts forward the concept of construction project objective integrated management and then sets forth objective system of construction project. The objective system of construction project not only includes progress, cost and quality, it also contains satisfaction of all participants, harmony with the environment and sustainable development. To take a comprehensive consideration of the project objectives, this paper constructs the integrated management model of construction project objective and discusses its realization process. This paper establishes netlike virtual organization to get integrated management objective of construction project life-cycle. With WBS method, the objective is distributed to controllable work package. In the process of carrying out it, the three basic objectives （progress, cost, quality） can implement integrated management by making use of improved earned value method.
