Two outstanding problems in planning practice were pointed , the first is the defect in causality and value logic , the second is that traffic volume forecast is short of credibility. In order to solve the above problems , a new method was proposed by using ecological classification and coexistence intellection in ecological system , which was to decide highway network placement by using slow variables , to improve managing methods by using quick variables , as well as to realize the key leading of planning objectives and the integration of highway network functions by using generalized objective planning. The results indicate that the method is feasible. 9 refs.
