AQSIQ Announcement No.55-2012 Annex 1 Administrative Provisions on Filing of Importers and Exporters of Imported Foods Chapter 1 General Provisions Article 1 These provisions are formulated in accordance with the Food Safety Law and its Implementation Rules, the State Council’s Special Rules on Strengthening the Safety Supervision and Management for Food and other Products and the Administrative Measures on Safety of import and Export Foods, for the purpose of acquiring the information on importers and exporters, sources and flows of imported foods, guaranteeing the traceability of imported foods, effectively handling the imported foods safety issues and safeguarding imported foods safety. Article 2 These Provisions are applicable to the filing management of overseas exporters or agents who export foods to mainland China (excluding Hong Kong and Macao) and domestic consignees of imported foods (hereinafter referred to as exporters and importers). Products other than the food categories listed in the Appendix of the Provisions, such as food additives, food related products, some varieties of grain, some oilseeds, fruit, edible live animals, etc. shall follow other relevant provisions. Article 3 AQSIQ shall be in charge of the supervision and management of the filing of importers and exporters of imported foods, establish the Filing Management System for importers and exporters of imported foods (hereinafter referred to as the Filing Management System) and be responsible for the release and adjustment of the list of filed importers and exporters of imported foods. The Entry-exit Inspection and Quarantine Bureaus (hereinafter referred to as Inspection and Quarantine Bureaus) set up by AQSIQ should be responsible for the acceptance and handling of the filling application of consignees of
