During the Iand reguisition, the reIationship between IocaI government and Iand!confiscated peasants was actuaIIy gambIing reIationship. The setup of seIIing Iand and compensation dominated by IocaI government made the Iand!confiscated peasants nothing in the Iand expropriation. The root of zero!sum game rested with foIIowing severaI aspects. The objections of the current system of Iand reguisition resuIted in unjust gambIing ruIe. The strength of IocaI government and Iand !confiscated peasants was out of baIance, which resuIted in the weak pIace of Iand !confiscated peasants. LocaI government made use of the doubIe roIe of gambIing ruIe constitutor and interest gambIer to pursuit the maximization of seIf !interest and uItimateIy the Iand!confiscated peasants couId not escape from the destiny of faiIure.
