PAGE  PAGE 9 关于高校新建校区融资模式研究 　　摘要： 随着近年来高等教育迅猛发展，很多高校进行新校区建设，融资问题自然成为很多高校面临的重要问题。高校建设成本不断提高，事业收入渠道增长有限，自筹资金有限，各级政府财政投入不足，银行监管力度加大，贷款难度加大。因此，资金短缺成为制约高校新校区建设的重要因素。高校新校区建设面临的融资风险有财政拨款的风险、学费收取的风险、银行贷款的风险、新校区建设目标定位与现实发展之间差距可能产生的风险。最后，对高校新校区建设融资模式进行探索研究，具有应用价值的主要有资产置换模式、BOT模式、BT模式、建立高校募捐体制，并对各种融资模式进行分析，以期为高校新校区建设融资问题提供理论依据，解决融资困难问题。 　　Abstract： With the rapid development of higher education in recent years， many colleges and universities build their new campuses. So， the financing problems naturally become an important issue for many colleges and universities. The cost of construction for colleges and universities continues to improve. The growth of undertaking revenue channels is limited. The self financing is limited. The financial input of all levels of government is inadequate. The banking supervision is increasing and the difficulty of loans also increases. Therefore， the shortage of funds has become an important factor restricting the construction of the new campus. The financing risk faced by the new campus construction of colleges and universities includes the risk of financial allocation， the risk of tuition collection， the risk of bank loans， the gap between the goal orientation of the new campus construction and the reality development. Finally， the financing model of new campus construction is explored. The asset replacement model， BOT mode， BT mode and the establishment of college fund-raising system have main application value. Various financing models are analyzed to provide theoretical basis for the financing of new campus construction and solve the financing difficulties. 　　?P键词： 高校新校区建设；融资风险；融资模式 　　Key words： construction of new campus of colleges and universities；financing risk；financing model 　　中图分类号：F120；G647 文献标识码：A 文章编号：1006-4311（2017）05-0017-04 　　0 引言 　　为满足我国经济社会发展对高层次人才的需求，以及满足广大人民群众对高等教育消费的需求，我国普通高校自1998年以来连续十几年进行扩招，普通高等学校招生人数从1998年的108万人，增长到了2014年的721万人，增长了6.6倍多；普通高等学校在校生人数从1998年的341万人，增长到2014年的2548万人，初步实现了高等教育从“精英教育”到“大众教育”的转变，详细数
