However, the rural grass-roots level is very serious omission of Notifiable Diseases, rural residents in Henan Province 〔 1〕 omitting the statutory rate of infectious diseases 85  67%. In order to understand the serious omission of legal infectious diseases in rural areas of Henan Province reasons, we have in September 2005, two counties in rural areas of Henan Province conducted a survey to provide a basis for the formulation of relevant policies. In this paper, clinical staff awareness of infectious disease reporting techniques and report causes of failing to report for analysis. 1 Materials and methods 1  1 sampling method using a phased cluster sampling method, counties in Henan Province in accordance with the level of reporting of infectious diseases is divided into high, medium, low, from randomly selected counties in a plain, a mountain counties counties and a sample of counties, sample were randomly selected in each county a sample of four rural townships, a total of eight towns. 1  2 survey to a sample of all county hospitals were the statutory responsibility report infectious diseases, the sample of all township hospitals were obliged to report a legal infectious diseases, the sample of all rural village doctor as the survey.
