EconomicE?ciencyinTransition: TheCaseofUkraine AnatoliyG.Goncharuk Althoughamarketeconomyisbyde?nitionmoree?ectivethanacen- trallyplannedeconomy,variouscountriesintransitionhavefacedthe problemofeconomicine?ciency.Theaimofthispaperistodevelop acomprehensivemeasureofeconomice?ciencyusingtheproduction functionframeworkandestimateitfortheUkraineeconomy.There existnamelyavastamountofindicatorsthatsupportourhypothesis onthediminishinge?ciencyoftheUkraineeconomyinthelastyears. Ourin-depthanalysisshowsthatthediminishinge?ciencyisacon- sequenceofine?ective investmentsand innovationsas well as ofan increasingintensityofmaterialsuse. Andone of the key problemsoftheformeradministrative-commandeconomythatconse- quentlyledtotransitionwasthedecliningeconomice?ciencyofthese economies.
