对预算审批制度改革探讨 摘要：审查和批准财政预算，监督预算的执行，是宪法和 法律 赋予各级人大及其常委会的重要职权。强化对预算的审批监督，保障 经济 和 社会 各项事业的健康 发展 ，需要努力探索加强预算审批监督的有效方式和途径，保证财政预算的准确与透明。本文从审批权的 内容 和性质入手，从确保审批权的实现的角度，浅谈预算审批制度的改革。 关键词：审批权；内容；性质；改革 Abstract: The examination and the authorization fiscal budget, the survEillance budgets the execution, is the constitution and the law entrusts with all levels of National People’s Congress and standing committee’s important authority. The strengthening to the budget examination surveillance, the safeguard economy and the social each enterprise’s healthy development, needs to explore diligently st
