[Abstract] Cost of Higher Education Development is a contemporary “institutions to develop” one of the core issues. Vocational Education Development costs mainly manifested in the lack of independence, uniqueness, and management system inefficient and so on, which is rooted in the value of vocational education development goals, economic constraints, policies, institutions, profit and loss as well as restructuring and changes in its structure and other factors. It is only through reasonable control, avoidance, compensation costs, in order to promote vocational education in sustainable development.
