电子技术研发 Electronics R 0 .tlð-裁术 ELECTRONIC TECHNOLOGY 10.3969/j .issn.l 000-0755.2012.12.005 促进劳动力家庭转移的三位一体制度探讨 李敏 (荷泽学院资源与环境系) 摘要:目前，我国城乡收入差距不断扩大，将带动更多的农村劳动力转移到城市，以获得高于其在家 务农的收入。这背后隐藏着许多问题，然而很重要的一个问题被忽略了，那就是劳动力与其家庭成员的共 同居住和生活。首次从促j基劳动力家庭转移的角度探讨了三位一体制度改革。探讨了劳动力家庭转移 与三位一体制度的关系，单一的制度改革不可取，提出要促进劳动力家庭转移必须采取以公共服务均 等化为关键，土地制度与户籍制度配套改革为辅的方案，并设计了具体、独到的改革措施。 关键词:劳动力家庭转移: 三位一体制度:新型永伺权 Discussion on the Three-in-One System for Promoting the Labor Forces Family Registration LiMin (Resource and Environment Department ofHeze University) Abstract: At present , in our country the income gap between city and countryside is in ceaseless expansion, which spurs more rural labors transferring to cities for ge忧ing more income obtained in agriculture at home. A lot of problems are hidden at the back , and a ve可 important one is ignored , that is the common habitancy and life among a labor force and his household members. For the frrst time this paper discusses 也e reformation of the Three-in-One system from promoting the labor forces family registration. Firstly, the relation between labor forces family registration and the Three-in-One system is discussed , and single system reformation is undesirable. Consequently, it is proposed that promoting labor forces family registration must adopt public service equalizing as a key and the supporting reformations of land system and census register system as the subsidiary schemes, also some concrete and unique reform measures are designed.
