A B S T R A C T S ince the b eginn ing of th is century, th e foreign direct investm ent outflow from C h ina has b een increasing. M ore an d m ore discu ssion is about how C h inese enterprises go abroad and have b etter participation s in global econom ic activ ities. C h in a has provided official developm ent assistance (O D A ) to A frican countries for nearly half a century, and also A frica has b ecom e on e of th e regions w h ere C h inese direct investm ents are grow ing fastest. T herefore, how to m ake b etter u se of C h inas official developm ent assistance to A frica，to prom ote th e investm ent of C h inese enterprises in A frican, th is top ic is of great sign ificance on the expan sion of C h in ese enterprises. T h is pap er selects several O D A offering countries from O E C D countries, to analysis w hether the O D A prov ided by th em cou ld prom ote th e FD I from them to th e receiving assistance countries, w h ich m ean s vanguard effect”. In th is pap er, the O D A is divided by three different parts b y its effect on econom y :th e on e that can stim u late th e econom y in short term , the one that w ou ld affect the econom y in a lon g term , and pure O D A , and w e analyze th at w h ich part can m ostly prom ote th e FD I from O D A offering countries to receiv ing coun tries. T he em p irical resu lts show that th e O D A that can stim ulate the econom y grow th in a short term and from France to A frican countries could sign ificantly prom ote FD I from French enterprises to A frica. W e also give furth er analysis on th e ch aracteristics of th e French O D A to A frica, an d com pare its b ehav ior on how to provide O D A w ith that of C hina, and provide p olicy re co m m en d atio n s to C h in a o n h o w to m ak e th e O D A from C h in a to A frica h av e “vanguard effect”，t
